Europe has an opportunity to reduce its reliance on AI technologies from the US and China. Among other measures, the EU Commission plans to expand data centre capacity, strengthen Europe’s semiconductor industry and further promote open-source technologies. To achieve this, CIQ President Bjorn Hovland recommends shifting the focus towards innovation, cutting bureaucracy and making investment in AI infrastructure more attractive.

Open-source software running on European infrastructure could reduce dependence on foreign providers while improving security and control. Greater energy efficiency would provide another competitive advantage. With decisive action, Europe could strengthen its technological autonomy, create high-value jobs and secure a leading position in the global AI market.
