OpenAI and SAP are teaming up to develop a sovereign version of OpenAI specifically for the public sector in Germany, set to launch in 2026. This project ensures that AI tools like ChatGPT comply with EU data protection, security, and legal requirements, allowing government agencies and research institutions to use AI safely.
The platform runs on SAP’s Delos Cloud via Microsoft Azure and will be expanded with 4,000 GPUs. It’s also planned to extend to other industries and European markets. The partnership supports the “Made for Germany” initiative, launched in July 2025 with backing from 61 companies and €733 billion, focusing on innovation, job growth, and global competitiveness.
