Germany’s media regulator has decided that AI-powered search services such as Google AI Overviews and Perplexity will in the future be subject to media law. The decision is considered a landmark step in the regulation of artificial intelligence. AI-generated summaries and answers will therefore be treated as original content created by the providers rather than merely as displays of third-party information.
As a result, AI companies will face stricter requirements regarding accuracy, transparency, and media diversity. The regulator also argues that AI-generated summaries could disadvantage publishers by reducing the visibility of traditional search results. The decision could influence AI regulation across Europe. Google has already announced plans to appeal.
