Meta has declined to sign the EU’s new voluntary code of practice for general-purpose AI, making it the first major tech company to publicly reject the initiative. Meta’s global affairs chief, Joel Kaplan, said the code poses legal uncertainties and exceeds the scope of the EU’s AI Act. The code, aimed at guiding compliance and reducing AI risks, has faced months of lobbying.

While companies like OpenAI and France’s Mistral have agreed to sign, Meta warned the code could stifle innovation in Europe. The EU responded that non-signatories may face increased scrutiny from regulators.
