EU Framework to strengthen digital sovereignty

The EU’s Cloud Sovereignty Framework (CSF), introduced in October 2025, aims to make digital sovereignty measurable. Its goal is to reduce Europe’s dependence on foreign technology providers. The framework assesses cloud providers based on legal, operational, technological, and supply-chain criteria. At its core are transparent, resilient infrastructures and controllable data flows within the EU.

Neutral internet exchange points could further support digital sovereignty by enabling secure, geographically controlled connectivity. However, the CSF is unlikely to transform Europe’s cloud market overnight. Instead, it could encourage hybrid, multi-cloud, and on-premises strategies, while reducing dependence on individual providers and strengthening Europe’s technology ecosystem.
